If this is the norm, then sorry to say the terrorist have already won simply by standing by and letting fear do their job.

Scary. Soon the cameras will have to be registered and you'll need a permit to carry one, just like firearms.

And then they'll define any camera with continuous exposure mode an "assault camera" and ban them since holding the shutter release down results in full auto picture taking!
