I took this photo from a cruise ship heading north to chesapeake bay. This protusion was in the middle of nowhere. looks like it has ladders or steps to nowhere

That is a navagation buoy Probley has a becon for
marners navgating in fog or other , might be a warning
for water depth.
How about a Hatteras stand, or an umpires chair in tennis but the court got flooded.

WRONG LOCATION! Submarine races where always held in the hudson under the Palisades Amusement Park!

Just east of Hatterus (about 300 miles east) was where the "Tigershark" submarine went down with all hands while playing cat and mouse with a Russian sub and attempting dives that went well beyond the structural allowance of the vessel. Therefore, there must be more than one location for such races. There have been reports of submarine races off the coast of Santa Barbara, California as well. LOL.

The seas are always high off cape Hatterus and a lot of salors get sick. Its a drop off spot for sea sick salors. They get picked up on the way back when the seas are not as rough. And thats the truth I wouldn;t lie to you.
