Sorry, Jack I suffered for a few years: positional vertigo, so it depended on how I moved my head.

Oh boy, guess a warning in the title is in order!

Shot through glass, which produced slight "double view" of the reflection.

In PS Elements ACR, I adjusted just two sliders:
Clarity to negative 47, Vibrance to +27.

The rest is in duplication and slight rotation of two layers, one in color, one the black and white after I used Nik Silver Efex Film Noir preset, but adding red filter. Blend modes and opacity are shown below.

Thanks for asking, Sam! Take Meclizine; I find it more effective than Dramamine

Verry creative! Worth the mess to see it and learn about doing it!
