Efficiency Mode

I need some information on a Windows issue.
I have two Dell Windows 11 computers, a tower (XPS, Core I9), and a laptop, (XPS Core I7) with the latest 2024 version of Photoshop installed on both, the beta version on both, and the 2023 version on the tower.
On the tower only, the Remove Tool acts erratically in the 2024 and beta versions, sometimes grabbing all the available memory and freezing Photoshop. This does not happen with the 2023 version and it does not happen on the laptop. On both machines, the Remove tool works perfectly on the versions that are not in Efficiency Mode. I have been searching for a solution for this (Remove Tool problem) for months, and spent an hour or so with Adobe support to no avail.
I monitor the activity with the Task Manager and this morning I noticed that on the Tower, Efficiency Mode is checked on the Photoshop group, but not on Photoshop in the dropdown. This is true for the 2024 and beta versions, but not the 2023 version. On the laptop, it isn't checked on any version. Where it is not checked, the tool works as it should.
The problem is that I cannot turn it off for the group, while I can for the program in the dropdown. Turning it off in the dropdown has no effect on the group, however, and this is the only discrepancy I can find between the instances where the tool works properly and where it does not. It doesn't seem to be a coincidence. There must be some reason why this is active on one machine only, and only for certain versions of Photoshop. but it is beyond me what the reason might be.
Any ideas?

Okay, I guess it's back to the drawing board.
After researching and trying things all morning, I went outside to do some yard work. When I came back in and opened Photoshop, it no longer showed the Efficiency Mode leaves on either 2024 version. I know how you're supposed to be able to shut it off, but it didn't work on the group—it was grayed out. Now it's off, and I have no idea why, or why it was on in the first place.

If you look at the settings for Task Manager, about two-thirds of the way down is the "Other Options section. My version shows three options. The last on refers to efficiency mode. See the attachment for a screenshot.

That box is checked—it didn't ask me.
When I opened a file after leaving the computer for a while, the Efficiency mode was off, but after working on a file, Efficiency mode is back on for the group and is grayed out, so can't be turned off. If I select the dropdown, I can turn it on for that item.
Since the tool didn't work either with it on or off, I now believe that is not my problem at all.
