Depends on whom you ask.
There are two main types of noise. One needs to be removed before anything: Color noise.
Luminosity noise? Depends.

Does depend on who you ask. I've done it both ways. I've had better success doing denoise and sharpening last because sometimes you can introduce some noise during editing.

1: JPEG to RAW AI (not necessary if you shoot in RAW)
2: DeNoise AI
3: Sharpen AI
4: Mask AI
5: Adjust AI
6: Topaz Studio 2
7: Gigapixel AIHowever, in my case 4: thru 6: are done in Lightroom/Photoshop.

Don’t know if I’m right or wrong but I process my raw file the way I want it then the first thing I do with the jpg is DeNoise. That’s mainly because I usually shoot at high ISO’s and noise is my primary concern. I have tried using DeNoise on the raw file but it takes much longer and I don’t see an appreciable difference.

Seems like we need better cameras that wouldn't require all that work.

We're getting there. Just take a look at camera evolution since electronic sensors were first introduced.
But the more cameras evolve the further people try pushing them! At one point I would never have even considered shooting at ISO12800++ (assuming the camera would even give me that option), now I shoot at ISO12800++ as required with reasonable results. And I can still remember pushing ASA 400 film to the max extent to pull out something I'd shot in almost the dark.

Your take on this makes sense to me, except that I now use Topaz Photo AI which does items 1-3 needed in their proper order.
Then I use Topaz Studio 1 & 2 to prettify the lily if needed.
Finally, I use PhotoScape X to make collages, Edit, Cut-Out, Batch* (processing), Create GIF, Print, and (Many other tools.
*Batch - Crop, Resize, Color, Filter, Film, Light, Insert, Curves, Frames.

I like Topaz Photo AI because I can load 100+ images at a time, and let them process in default mode while I do "other things".
Then go back and attend to the pics which didn't come out to my satisfaction. It is a time saver for my application.
I have seen some wonderful work here on UHH using PS/LR but Topaz Photo AI does great for me, especially if I need to adjustments the settings.
I also have the other Topaz Products if I need them.

Better Cameras are expensive, heavy, and unnecessary in the modern AI world. Worse yet, they are at home when a photo opportunity presents itself; the 1" sensor Superzoom is there, in a pocket, ready and set to auto or C-1 [Kodak sweet 16 setting] for the quick fleeting momentary event.
Sequence... fine as bwana suggested, but one may want to do denoise a second time after the other preliminary processes. Gigapixel and Photo AI are excellent... if I then go back to make an adjustment, my computer is slow at processing the now large upsized photo file.
Humm, perhaps Tesla Cybertruck have a plugin to allow automated photo perfection while making a left turn in heavy traffic.

I generally do it last, but not always.
In general DeNoise first or you post process the noise also.
