If you had known that the falls' primary use was to aerate and treat chemically the waters of the Chicago Sanitary and Ship Canal right adjacent to it, would they still look as inviting
Picturesque, but all man-made, and in humid weather, a very noticeable chemical smell

Not really. Clear and sunny, no problem. I posted some (near the end of last year) I took of area firefighters practicing water/ice rescues in the shallow lake there. About thirty guys, and everybody had on a cold weather immersion suit. Each got a turn in the water. Windchill was about zero that day, but to a man, they said the only thing cold was their exposed facial skin! Me - I was cold as H just watching them 🥶🥶🥶
Now YOU, when you get out there in the open for those super birds shots, I'd bet THAT'S cold 🧊🧊🧊
