This is me today. The forecast - just like yesterday - is for rain, snow, flooding, and wind. I'm glad I can stay home. We've had warnings from the National Weather Service, and the local Patrick's Day parade had to change its route because of flooding.
I went out in the bad weather yesterday for ukulele practice. One of the women there had to wait to go home because her road was flooded - 3'. She lives near the Hudson River, and this is a regular occurrence.

Actually, the percentage has nothing to do with how much it could rain but how much of the area has a chance of rain.
