They just don't care - been going on for years. We were in Yellowstone in 2018 and saw an area flagged along with signs saying stay out - fragil plants - resortation in progress. Seems they were restoring the area trying to get it back to natural state. We saw a wedding party being led by a wedding photographer (sign on his business van) walk out in the middle of the area and started taking pictures. We drove to the nearest ranger station and reported what was going on and they sent a couple of rangers to the area. The next day, we happen to run into one of the rangers and he let us know that the group got a huge fine and was banned from the park. The photographer was heavily fined and he and his business were banned for life.
