Biden got most of the documents at his location(s), while a Senator - Senators don't have the same rights and powers as Presidents in regard to documents. And his stash(s) of documents were in private offices, public institute offices, his home(s) and his garage where H****r and other people worked on his classic corvette.
So, no legal rights, some locked rooms, some some-times locked (and not really secure rooms) and one garage, often open, often with other people in it.
It was later the Biden DOJ came along and charged Trump.
But, which person had legal status and made an effort at security and which one got documents without legal status and stored or just left them in multiple not very secure or unsecure locations?

Although trump was still President when he STOLE the documents, he wasn't entitled to remove them from the White House.
The P**********l Records Act requires all documents produced or obtained during a term in office to be turned over to the National Archives for preservation.
The Secret Service is only tasked with protecting an individual, not any possessions on the property where their protectee is located.
How can you say that the documents were in locked rooms when the photographic evidence clearly shows the documents stacked in a bathroom, and on the stage in the ballroom? Those are areas where the general public had easy access to.
