There are plenty of free ones that work very well. There is no doubt about their accuracy. Otherwise your phone could not reliably capture images.
You can also find plenty of used meters from reputable vendors for a pittance.

I checked out a few free ones. The same apps doesn't give same reading on different phones.

It only needs to come close on your own phone.
Besides, for film you don't need to be precise, you can overexpose without any danger of blowing the highlights.
For digital you don't need a separate meter at all.
