Anyone that really wants to understand should read up on the chevron doctrine court case brought to the Supreme Court by the herring fishermen.

On one hand I agree with that but I doubt congress has the brains or time to write such detailed laws that would take place of Chevron doctrine do you ?
For that matter would you even trust congress ??
