Check out the links below. Gaming GPU is not necessarily the best but will work. If you think you can live with a Mac, Apple's M-series computers are breezing through photo editing with no problems but offer no internal upgrading after you purchase. Nvidea Quadro was suppose to be better for this type of work. Also, get as much processor (CPU as you can. More cores are better. Photo editing uses A LOT OF CPU for its processing. A Dell gamer will probably work if you get one with a lot of cores but upgradability will be limited. Paying more for a custom built will cost more up front but might save you money later on down the road if you need to upgrade.
Anyway, get at least 10-12 cores in your CPU , at least 8 gig in your GPU, 32 gig of Ram (64 or higher would be better) & liquid cooling wouldn't hurt either. When your equipment gets hot, (CPU, GPU) it slows down A LOT! Also if you go custom & transfer large amounts of photos, this is a chance to get faster transfer speeds.
Look up Nvidea also. They sell computers & should be able to tell you what pre-builts they have that will work with photo editing software without breaking the bank.

You do not need to spend a lot. My Lenovo ideapad 330S works just fine. Under $350.00

You have received some good advice so far . . . .
However, keep in mind how you will use your computer.
Do you keep a lot of apps open and use other programs while your PS program is processing?
My Lenovo gaming computer with 16 GB was up to my tasks in 2016. Now, it maxes out the 16 GB of RAM.
My recommendation is to buy more computer than what you currently use or need.
Your "Task Manager - Performance Mode" is a good place to start your research by stressing your current computer and observing.

Sometimes the obvious is most overlooked... If one mainly only has one window open and is just a single user doing what most of us do, you don't need a supercomputer... So what if you have to wait a second or two.... Life passes way too quickly anyway. Have a second sip of coffee as you munch on a biscotti etc...

Thanks to UHH responders and doing exactly what you are doing now, last March I had built* the following:
Motherboard: Asus ProArt Z790-Creator WiFi
Memory: 64 - DDR5 6000
GPU: RTX 2080 Ti Founders Edition
Processor: i9 13th Generation (13900k)
Hard Drives: (2) Stata SSD
Power Supply: 1350
Monitor: (2) BenQ SW270C
*had built - after asking several known computer companies to build it without success, I paid a "mom & pop" company in Dallas to assemble it. So glad I did. This computer is truly a dream capable of processing at speeds never experienced before. Round tripping tiffs out of LRC to Topaz and back under 3 seconds per image. If you love your BenQ add a second monitor, you will love it. Also, not a down side, but you need to watch the temperature on the unit. It is designed to run around 50c and averages 29c, it will shut down at 100c. Here is the key, it has 13 fans in its 62lb case. 7 of the fans are CD size. Additionally, it has liquid cooling. PM if you need more. Thanks to all the UHH people who helped me.

IIRC, PC video cards do not share vram with the cpu cores…
The reason for the gaming computer suggestion is that you want a fast computer with a good graphics card... No gaming monitor, though.
