Ordinarily, if you Select All on a photo in Photoshop, then enter "oil painting" in the AI command line, you generate an oil painting completely unrelated to the photo. But, there's an easy way to give an oil painting (or water color, pencil drawing, etc.) effect to you photo. Here's a simplified way to do so:
- Open the photo in PS
- Press the Q key for a quick mask
- Edit/Fill/Color. Select a percentage. The higher the percentage, the more photo-like the result will be; the lower, the more abstract
- Press Q again
- Enter the AI command, such as oil painting, and press generate
Here's an example showing differing fill percentages.

If you select colorpicker forground box, then click different colors of black or gray you 'll get different results also.
