I used to work for the City of Dallas. In the 80's they brought in "manifest imbalance" in hiring. If a particular job category was top heavy with w****s, then it would be impossible to hire or promote a white person in that job category. As a result, minorities, mainly b****s, were hired and promoted. As they were hired into hiring positions, they, in turn, hired more minorities, mainly black. Any indication of fairness or e******y was gone. It was all about hiring their own and they did. Within the City there was also a Black networking group. Not an "employee" networking group. But it was allowed.
