I know the use of the word "actors" is going to confuse some people, but that's one of the new expressions being used. Below is today's headline about the computer hacking of three facilities in this area. Apparently, it wasn't a cyber group thousands of miles away. All they needed was a ore secure door.
Based on the fact that three medical facilities were shut down because "actors" broke through a door, how many of you think that companies are going to spend money to replace their computer room doors?
KINGSTON, N.Y. – “Unauthorized actors” broke into “certain computer systems” at HealthAlliance Hospital, sparking an investigation by officials, including law enforcement, according to the hospital’s owner.

Of course it needs to make the news all over the country. That way many others can become actors and repeat the crime.

I’d bet my paycheck it started with a defense lawyer’s objection to a cop (the arresting officer) calling his scumbag client (the defendant) “perpetrator” while testifying. “Not only does it imply guilt, your honor, but it offends my client, and causes undue distress to his loving family and friends.”
And that would definitely lead to suing for pain and suffering.

I don't believe so. Here's the definition I pulled from the online dictionary.
1. a person whose profession is acting on the stage, in movies, or on television.
2. a participant in an action or process: "employers are key actors within industrial relations"

Well, according to number two, the perpetrator (person involved) fits the definition of "actor",

True, but that doesn't mean that the etymology of the usage stemmed from what you suggested. The definition would suggest otherwise, it only includes your perpetrators.
