When exporting an image, is there a way to change the default settings. For example, I want to crop freestyle, and I want to save with the long side set to 1500 pixels. I know I can do that in LR, but can I do that with Neo? Like reading a manual, I tend to put off watching tutorials.

I think that when you get to the export screen there is a selection for "dimensions" select the long side, set to 1500 - the short side will be set by Neo - the export to the folder specified by you on the top line of that screen

Thanks. That's right, but I would like it to keep those specs so I don't have to make changes with every export.

my experience is you need to adjust the name to prevent over-writing the original and select the size with each edit. All other selections stay constant.
