At the mouth of Delaware Bay there is a massive sea wall constructed in the 1850s. The wall was built to form The National Harbor of Refuge. A place for Sea going vessels to hide out from bad weather.
The Wall is now a super hang out for seabirds and fisherman.
Pelicans are a sorta blend of seabird and fisherman. This male's bill/beak (?), seriously worn and scared, suggests he has been around a while.
Like many of my photos this was taken from a small boat, in this case on the ocean side of the wall. 40-50' from the bird

Nice photo of that handsome bird! I think that look is letting you know that is his spot and you'd better not try to move him off of it.
