Composite of 5 images, with added texture, an overlay, gradient map and a little brush work. The statue image is from pixabay, the Flag and Lady Liberty from 2016, the eagle from the Little Rock Zoo. and the sky from my library.

I like the placement of the eagle on the bottom right. He is looking up at the statue. Nicely done.

The flag and sky are nicely blended, and the slight wave has more appeal than if the flag was static, I think. Have to confess I don't know who the horseman is.

That’s a nice composite. I like the flag a lot. I had some trouble finding lady liberty. She and the eagle seem quite pale behind the flag.

I like the overall image Dave, and it’s nicely done, but while I understand your wanting to include the eagle I don’t feel it fits well.
