Walls of the old city are lit. From the top of mamilla mall stairway near Jaffa gate is a great spot to shoot. If you can get out of city for a day going into desert opens up incredible star views. With a tripod, star constellations are clearly visible. Best place for star gazing is near Ramon crater near bersheba.
Tel Aviv is well lit and shots of Jaffa from the north from one of the beach side hotels upper floors can be amazing.
