Unless you want to share every single photo, most people file them on C: (or D:) drive and share selected ones.
That keeps One Drive usage down.
I put a bunch on One Drive, give people the link to them, then remove them after a few weeks.
But they are still on my C: drive.

I store my p[cs in folders in an external hard drive. I usually label them by quarter ie Jan Feb Mar 2023. Sometimes I will create a more specific one.

I've been doing this since way before "One Drive", and feel as though "One Drive" is trying to control my life. I make folders on my computer in "Pictures" like this: 1 folder for each year, inside that folder are 12 folders, one for each month (such as "January 2023" etc.), plus a folder for favorites ("Highlights, 2023"), and one for sharing out, which I have resized down, often to mere kilobytes (Resize 2023). That way, all of my photos for the year are on my computer. I will keep previous years on my hard drive in the large "D:" drive in a folder called Photo Archives. Everything is also double-backed up on a 4TB external hard drive, and an external SSD. (You can also categorize photos in folders for events, people, family, scenics, etc.)

Automatic One Drive is a pain in the butt! I have crap going there that I don't need or want there.
ie. I put downloads in a specific "Download" folder off the root, the computer also puts a copy in One Drive.
Sheesh.....

Google Photos and Amazon Prime let you store photos for free. I think Prime offers unlimited storage. I use Google Photos for sharing. I'll put pictures into an album and send a link to people. When I'm through sharing, I usually delete the pictures.

I'm not going to pay for online storage. I have several drives at home that back up everything.

If your photos are important, like they should be, store them in multiple locations. I have mine on my hard drive, two external hard drives and on writable CDs and DVDs. One of your external storage devices or media should be stored off-site. Raw photo files take up a lot of room. If you take Raw and jpeg photos simultaneously, save all your good jpeg photos and decide if any of your RAW photos are worth keeping, in order to enhance, print, display and/or otherwise share them.

Make a folder for photos. Within that folder make some subfolders for subjects. When you get a new photo place it in the appropriate subfolder (or make a new subfolder if it's a new subject). It also helps to change the name of the image file to something meaningful so it will be obvious to others what it is a photo of.

If you have a lot of photos, store them on an external drive to avoid filling up your computer's main drive. If you really have a LOT of photos, find a program with DAM (Digital Asset Management). That will help you find photos that you even forgot you took by placing searchable keywords on each image. The Adobe Photography package is subscription software that costs about $10/month and includes a couple editors, but there are other DAM programs out there.

For sharing, there are several methods. You can create an account on flickr.com. You can create a free account and upload your photos (but keep a local copy). The photos can be shared by copying a link that flickr will give you. There are several other image sharing programs out there.

PS: if you have a DAM program you might consider scanning important documents (birth certificates, wills, titles, receipts for important items, instruction manuals, etc......) and including them with your photos. It will make things easier to find.

I have mine go to my NAS when I transfer them from my camera. When I want to work on them, I pull that directory down to my laptop to work in them.

I despise One Drive, and unless you disable/delete it when you install the OS, it’s a royal PIA to move everything and redirect the aps to the new location later. Not only does it place all your documents in the one drive folder by default, but also your Outlook .pst files, etc. By far, Microsoft’s most intrusive feature and an obvious way to insure that you buy more OneDrive cloud storage. And then, there’s the issue of syncing between your computer and the cloud, the problem with using hyperlinks to unintelligible file names and wondering exactly where your files are. A VERY poor imitation of Apple’s ICloud.

First thing I do on a new install is disable one drive.

I think I might do that.
The "house" has 10GB? on One Drive via Office 365, I have a personal 2GB? free account.
I can always log in manually to move stuff?
I don't like/need Windows storing all kinds of crap on one drive for me. Especially if Windows stores it there and I thought it was someplace else.

2 external HDD's
1 Main Photo Drive
Second Drive is Backup.
Photos organized:
1 by Camera.
NIKON does use 📂 folders.
My pocket cameras 📷 have some structure as well.
I then organize additional folders by subject.
