Much of that is written confusingly or just wrong.
The first Photograph ever was made in 1826 (or 1827) and there are no people in it.
The first commercial digital camera was made by Kodak together with Nikon. Yes, it cost a lot (yes, perhaps $20,000) and did not have much in the way of pixel resolution.
I owned a Kodak digital PnS camera in 1994 and it had 6.1MP and a Schneider Lens, and it cost less than $200.
Camera and Cell Phone Cameras have evolved separately in the past and the article seemed to be jumbling everything together.

Yup, that is the first one, no peeps in it. The exposure was so long that nothing moving even slowly could be recorded.
