Shut off the auto crop selection in PS start-up.
Some how when I open PS the setup has changed and now as soon as I open a file the PS program assumes it knows what size I want to crop the photo to and puts the cropping frame around the photo when I load it. A while back someone here had the same complaint. A fellow hogger explained how to shut this off. I should have written down the solution. I think they used something in the Preferences under “Edit.” I would like the program to let me select the size and initiate the cropping suggestion only when I select it.

Simply deselect the crop tool Icon. Select one of the others.

That is how even my old version of Ps works. Otherwise it selects the last crop you used which can be easily changed. Nothing should actually get cropped until you crop it. Have I been using Ps long that I never think about these questions?

Duh, I thought that would be too simple and it would leave a different tool hanging open which might be a problem but I guess if I pick the right one it's OK. Thanks JD750

Glad it was of help. Noting for nothing but when Im not actively using another tool or when I’m closing PS, I usually “park” on the Direct Selection Tool (it looks like a fat arrow pointing to the upper left). It’s relatively benign.
