Upsizing Images

What do members feel is the best way of upsizing images from say, 16MB to 25MB (necessary to submit some images to a microstock site).
(1) Lightroom (uses Lanczos kernel interpolation)
(2) Photoshop (which method?)
(3) Plug-in such as Genuine Fractals (or whatever it is called these days).

Save it as a .tif file. That'll more that do it.

Do they mean 25 megapixels, or did they specify a 25 MB jpeg?

Saving as a .tif makes the file size larger, but doesn't give any more data for enlargement of the image.

You might use of a free program from "Faststone" it's their "Image Resizer" Use it quite often myself, seems very comprehensive.
