Apparently Stable Diffusion imbeds something in their files that causes Photoshop and Photoshop beta to disallow generative fill operations on their pictures. Not so with MidJourny generated pictures where generative fill work just fine.

Does the issue show up if you convert the image to a new type such a jfif (used by Bing's AI) to jpeg?

Thank you, I should have thought of that. Saving as a tiff file resolves the problem
