Ok, there are so many improvements to lightroom since version 6.4 that I can’t justify not going to the subscription plan but I’m confused over which one. The description of Lr classic on the adobe site doesn’t mention anything about Photoshop. Do I have to go to Lr CC in order to get Ps bundled with it? I don’t plan to ever do any editing on anything but a desktop and also a laptop. Or will Lr classic do all that I want?
The $9.99 plan entitles you to LRC, LR Cloud, PS, Bridge, Adobe Portfolio, LR and PS on IPad. In my opinion, LRC is the recommended LR flavor.
Photography plan (Photography (20GB) US$9.99/month) should work for you if you don't need more that 20GB of cloud storage. It includes PS and LR. You can do 7 days trial and see what you get.
If you're not planning to use PS but need more cloud storage it looks there is an option of LR only with 1TB for the same price.
If subscriptions are an indication then quite a few people like the CC version as well.
I have used LR Classic for many years. I still find LR Classic to be very complex. Many problems occur as evidenced by the number of “LR help needed” posts here, 90% of which are for LR classic problems.
For beginners, LR Cc is easier to use and more mobile friendly which many people prefer.
It is good to understand the users need and goals before making a blanket recommendation.

Exactly - this is the plan our OP wants. The 'classic' version of LR that is the logical upgrade and same local-install software as their current LR6. Also comes with the full-function PhotoShop. The mobile versions of these software are available too in the same $9.99 price, along with a 20GB 'scratch area' to share files between the desktop software and the mobile devices.
To the wider UHH community: if you're paying more, you probably have the wrong subscription option, unless you clearly understand why you're paying more or using different versions of the software.
