They might be using seats which are also floatation devices.
They had them when I was a kid... a cushioned square seat with two long loop straps.

With the family name of Church, I am wondering if perhaps I may be related.

As a ferry the regs are different.
Ferries here in the US do not require people to wear life jackets either. Though they may have them on board the larger ones.

I grew up going fishing etc on lakes along the Ohio River in Western Kentucky (Grandfather and two Great Uncles owned shares in a private lake/fishing & hunting club) and never used a life jacket until I was in high school, in another state.
My youngest Aunt's two brother in laws did have life jackets on their boat*. But it was on the Ohio River with the state line running down the river and the other state required life jackets.
*Ski/fishing boat?=it was a fishing boat with enough motor to pull a water ski or a ski boat large enough for 4 people to fish from, take your choice. I guess I will go with it was an over powered fishing boat as the two of them made extra money by fishing and selling the fish to a road side fish market near the family farm. A lot of people helped pay for their fishing boats and gear by doing that. I remember several road side fish markets and most of the small crossroads country markets had a fresh fish case and during hunting season they often sold game meat. There were two restaurants along highways in the county that had fish and game dishes on the menu. One was along US 60 and had a large field for parking big rigs as the truck drivers like those fish and game meals(the restraurant also sold frozen fish/meat and ice so the drivers could take some home.
