None of them (Adobe, Topaz or DXO) was much good sharpening this image. How disappointing!

That's because the AI is so good it realizes when a image is better in its original condition.

It looks like motion blur rather than out of focus. That may effect how it can be sharpened.

Folks - apparently my sense of humor is not shared by our fellow hogs. I posted this thread to be ironic, not literal. The image was intended to be indistinctly focused, as to mimic an impressionist painting.
