In order to really understand the U.S. aid vs. China and Russia aid, we'd have to analyze ALL of the aid to these countries, not just the 60 million being spoken about here. For instance, our annual foreign aid program to Zambia alone is 500 million dollars. Are the 60 million designated for human rights (which I don't agree with) being compared to ALL the aid being given by China and Russia? If so, that's a false argument if the rest of the U.S. aid, and what it's meant for, isn't included in the comparison.

Those are two statements that may be correct but totally separate from your initial post in this thread. Try posting these in another thread with some documentation, which I have no doubt you should be able to find. China is spreading its tentacles everywhere. They're smart. We stuck in a foreign aid policy designed in the fifties, throwing money at countries. From what I've read, China is actually doing boots on the ground construction in these third world countries.
