I believe it is too late.
Governments including the USA see this as a way to absolute power and impoverish the general population and destroy any individual liberty that is left in the world.

What does this have to do with anything.
Is every severe storm, of which happen every year since forever now man-made?

If we could control the weather then we could bring rain to the Sahara or drought to our enemies.

Florida's Southern beaches and Miami sit on substrate composed of mineralized Coral Reef and as I was explained when I lived down there 55 years ago this is the reason for inland salt water pools found near the coastin low lying areas. .
