My experience is somewhat different from the majority here. Late last spring, I ordered a refurbished 24-120mm f/4 F mount lens from NikonUSA when it was on sale. It arrived fairly promptly, was cosmetically in great shape, and worked fine. I took it on a trip in June and gave it a pretty good workout. Over the course of the trip, the zoom action started binding up. It eventually locked in place. When I returned home, I contacted Nikon and got authorization to return the lens for repair. After a wait for parts from Japan, the lens was repaired and returned to me in beautiful operating and cosmetic condition. The repair order indicated that the "zoom ring" and "name ring" had been replaced.
My assessment (which I indicated on my repair request) is that the lens had possibly been dropped by the first owner (or somewhere else along the way) and simply returned instead of being honestly sent for repair.
Based on my experience, I suggest the following when buying a refurbished product:
1. Put the paperwork in a safe place where you can find it. You'll need it if the lens needs to be returned or sent for service.
2. Register the product immediately when you receive it. It can be done on line and takes only a few minutes.
3. Immediately and vigorously test the product. The warranty period is only 90 days, not a year as for new products.
4. Take advantage of the initial 14 day return period if necessary. (My problem did not show up until later than that, though.)
5. If a problem arises, contact Nikon support immediately. Don't waste time asking here what you should do.
I still have my lens and use it extensively. I am very happy with it. I saved a lot of money and got a great lens. It just took a few additional weeks that I wasn't expecting for everything to result in a happy ending. Yes, I would consider buying "refurbished" items from Nikon again. But now that I have a much better idea of what they really are and the risks involved, I would be very disciplined about it and would absolutely follow the five steps I outlined above.
