Here's the current explanation from the Defense Department, explaining how this balloon episode was significantly more serious than prior episodes:

"PRC government surveillance balloons t***sited the continental United States briefly at least three times during the prior administration and once that we know of at the beginning of this administration, but never for this duration of time." [emphasis added]

Agree that there was no excuse for the first 4 episodes, but this one was decidedly different, with the ChiComs pushing the envelope to see just how much they can get away with. And now they know they can traverse the entire country with impunity.
