I may be misunderstanding your question, but don't see how you would be able to use a F-mount converter between a Z camera and Z lens...

Larry is correct. The teleconverter for the Z9 and the Nikon 100-400mm S lens is the Z mount tc, the Nikon Z Teleconverter TC-1.4x. I have this TC and the 100-400mm S lens and use it on my Z9.
The TC 1.4 E II has to be mounted to a F mount lens (not a Z mount lens) that then gets attached to the FTZ adapter that is attached to the Z9.
