After OS 13.1, my Photos APP (now v 8.0) has gone all wonky. Now i cannot use Luminar Neo or export the photos'' Here's an example soft focused screenshot of a tree. I cannot upload another example of the sharp version of the same photo that snapped into focus after I pressed the edit button. Maybe I can upload that sharp version in a separate post.

Curious, what does OS 13.1 run on?

It is an Apple corp operating system that is for Macintosh. Supposedly it integrates very well with iPod, iPad, IPhone, I Watch , and probably other apple consumer products.
I does not , however seem to be fully integrated with all the component parts that it was a assembled from and which are downloaded and installed as a single unit. IE internal incompatabilities
I have been a Mac user for 39 years (since 1984). I've been through every version of the macOS up to the current 13.1, which I am running on three Macs.
Let me disabuse you of the notion that I'm a locked-in fanboi. I have MacBook Pros in Intel, M1 and M2. And macOS 13.1 (Ventura) and there are slight differences between the three. I suspect the differences are due to the chip architecture.
At one time, Apple's included software was a strong selling point. When you got a Mac, you got Word Processing, Spreadsheets, Presentations, Music playing, Music recording, and Photos. These days, I don't find any of Apple's built-ins to be best-of-class. Music, the old iTunes, is a beast; unwieldy and unwilling to be tamed. Photos is a burden and intrusive (I have to go to great lengths to avoid it inserting itself into my photo processing). Apple has taken the Microsoft model and has attempted to force or coerce its user into using its own or its "approved" software.
The best I can offer is Apple Support. I find they are actually quite good, and often very quick to respond.
https://support.apple.com. However, I suspect you'll find quicker, better and more accurate help at their support forums:

Here is a GREAT Idea for our seniors who have nothing else to do... Which is better, Windows or the Apple Gui...? AND, the first question will be " Better for What ". I am on the second 27" Mac and my wife just upgraded the dell " Window to Hell " for a new iMac24. They all work just like cameras do and each has specifics geared toward diff. users. Lets see how many pages we can generate as the camera comparisons are getting weary.

OS 13 (which run-on Macs) is a good one to avoid until the third-party developers can catch up. I refuse to "upgrade" because neither Lightroom nor Photoshop claims to support it. Stick with 12.

No problems with LRC or Photoshop running on my M1 Mini and OS 13
My iMac is up to date with Monterey 12.6.2. Is 13.1 for a tablet or something? After the last update a week ago, I notice when pulling up a photo in Photos, it remains blurry for 9 or 10 second whereas it used to flash onto the screen perfectly sharp. No idea why. I've exported a couple of photos into Affinity and into another folder without problem.

I heard it's easy to use.

OS 13.1 (Ventura) is the latest system update for Mac Computers. It cannot be loaded to computers manufactured before 2017, depending on model. See

Apple has the very best tech support in the business. Call them at (800) 275-2273 and state your case.

13.1 runs on the newer Macs. If yours is over five years old, it may not be supported. Over seven, definitely not.
