"We refuse to be an ATM for the MTA."
Maybe not an exact quote but made me laugh.
MTA is Metropolitan Transit Authority.

He does not have to have a sense of humor, it's his speechwriter's duty.

actually, I know one of the two congressmen who are fighting the MTA over the "congestion tax" which the authority wants to impose on people who drive into the lower part of Manhattan Island. It is something like a $25 fee...and yes, it was an intentional reversal of MTA (Metropolitan Transit Authority) to what the two congressmen feel is the wrong way to get money from commuters, by treating them as ATMs. One rep is from the part of NYC on Long Island and the other is from northern NJ where commuters already pay major tolls for bridge or tunnel access to the city.

The only way to get off Long Island is to swim or drive thru NYC.
Driving thru Manhattan is a nightmare, so traffic goes thru the Bronx or Brooklyn.
"Congestion pricing" will force more traffic to these already congested alternative routes.
Rail travel to Manhattan is available on the dysfunctional MTA LIRR.
