I would word it a bit differently than "excessive photoshop".
Adding wild animals from stock photos is a whole different kettle of fish.
So they awarded him the prize without inspecting the RAW images???

I would say that the fault rests completely on the shoulders of the photographer who manipulated the photo, and in effect lied about it's content. It's because of people like him that our local county fair has a separate category for digital images right next to the "real" photographs.
