Mr. Google came up with the story of this one-of-a-kind auto dubbed, in Hot Rod mag, the "1959 Chrysler Imperial Speedster - Agony, Ecstasy, Etc".
It was built by Murray Pfaff and nine friends. There is an interesting story on the website below.

Yeah, I thought it looked a bit truncated. There are better choices from that era for this kind of treatment than this one, IMO.

When I first saw this, I thought it was missing about three feet from any Chrysler Imperial I ever saw from this era.

I have to agree with your comment, not a fan of rubber-band tires on big hoops! In this photo they really detract from the classic look of this car - different strokes for different folks I guess.
