I agree that timing and gear have an important and potent role. Along with knowing your gear and how to use it though can make all the difference.
And Yes, WV Is a gorgeous state. Having lived here for the past 12 yrs or so, Babcock is the universally 'known' site to visit - along w/ Dolly Sods area. There's a whole bunch more.
But don't tell everybody - they'll All want to come!

Good timing. Good gear. Superior technique. GREAT image! I've seen a lot of images of this Grist Mill area. Yours may honestly be the best I've seen.
