Need opinions for contest submission

Our city is holding a photo contest. The city will print the winners and post them in city hall for a year and then provide the winners their prints at the end of the year. We can submit two photos. After much discussion and culling, my family critics have selected the following three as their favorites, but I can only submit two.
The city says the judges give preference for "creative photos" and photos of recognizable parts of the city. Which two of these three photos do you think I should submit?

Stairway to Heaven and Up Wild Rose Trail

I like all three. My question would be, particularly Up Wild Rose, if anyone in your city saw that photo outside the contest, would they recognize it as part of the city? Or would they see it as a nice picture that could have been taken in any location?

I think one and three are your best choices. That said, however, I like all three photos.

Wild Rose Trail is nice, but is it recognizable or creative? Just as a picture, if it were in color, it would be my favorite of the three.
Stairway to Heaven seems creative, (no idea what it is!) but I would guess, recognizable to those in your area. What are “225” and “NO SMOKING”??? -- They appear to be left in the picture accidentally from some processing combinations.
Frozen River isn’t creative, but perhaps recognizable.
Does one of the rules stipulate black and white only? The first two would be much better in color, and brightened up a bit – especially the second, which is VERY dark.
So those are my observations.

FWIW I prefer #2 & #3, but what is most important is what YOU think. It’s nice to include your family and others in reviewing the choices, but ultimately it’s your decision. Don’t let what others think and feel influence what you think and feel. They are your photos, you should decide.

"Don’t let what others think and feel influence what you think and feel." Why then post them here? If the OP is showing the images for us to see and asking for advice that only tells me that he wants the opinion of more seasoned photographers in the forum.

Still the last one. The first two are nice photos, but are rather mundane and lack impact. The last one is both unique and has high impact.
The second doesn’t have enough tonal range for a b&w. The third one checks all the boxes you mention. If you want to have a shot at winning, assuming the judge/judges are photographically knowledgable, you need to go with the third photo.

I love ONE, and THREE is an incredible catch of a composition. I would submit the third, and then sit back and wait for the 💰💰💰💰💰 to start rolling in.

Thanks for all your responses! I’m sensing strong agreement on #3. People in the black and white section also liked that the best of the three, and suggested taking another with a more recognizable feature of the city. I have a couple of weeks before submissions are due, so I’ll see what I can do. Thanks again!

Maybe you had already figured it out.
The stairway pic is that part of a large diameter above ground metal storage tank showing the lower section of the stairs that give access to the top of the tank.
The numbers, hazmat placard and text are labels on the wall of the tank.
The lighting and shadow make an intriguing pattern along that curved surface, don't they?
