That's on The Mall in Downtown Cleveland, Ohio. The building in the background is The Terminal Tower.
It was bankrolled by the VanSwerigan Brothers in the late 1920's. From the tip to the ground it is 771 feet
tall. It was once the tallest building west of N.Y.C. For years there was a city ordinance stating that there could
be no structure in Cleveland taller than that. That has since changed. A nicely seen and taken photo.
