I have scanned al of my old B&W film from many years ago...there needs to be some processing on them to get them where I want them...
I'm wondering what the best Post Processing Software might be for these scans...or are they all about the same...

Try with the software you already own.

Have you posted some examples of your results and asked for help, including identifying the software used? That might enable others to assist those who seek to help themselves.
Otherwise, you'll just get the typical UHH sport of suggesting the most expensive and impractical ideas ...
Define "better".....
And what you don't like about what you were able to accomplish with what you have.
I think the question is more on how to do it rather than which software. As Paul said use whatever you have because it doesn't cost anything and you're likely to know it well. Otherwise, I think Photoshop should be good provided that you know how to do it.

I use LR exclusively on my film scans. Quite happy. And, ready to share actionable ideas to our OP, if we ever hear back that those ideas are relevant.
These are examples of files I'm trying to edit. Maybe my attempts have been as good as it can get. I have lightroom 6, Photoshop Elements 2022, Luminar Neo and Affinity Photo.
I have tried each of these apps but just cant seem to make the shots pop...
I no longer have the negatives due to a mix-up in our last move. The disappeared, probably getting in the wrong pile and ending up at either the dump or Goodwill so I cant re-scan. These are samples of the unedited files. They are all I have to work with
Any advice would be appreciated

They look fine to me.
Not sure what you're trying to get out of them.
They're old photos.
Maybe Topaz Sharpen and then contrast adjustments.
You might take a look at videos available on You Tube. There is usually a wealth of information and sometime specific to certain apps like LR and PS or On1, etc.
The approach I have frequently used is to have an image open in LR or PS and then watch part of the video and go into LR or PS and complete the steps just shown in the video. Then watch another step and copy the steps in my own image. It is a good way to learn and takes some of the complexity out of the process.
