Interesting that both cameras consistently over rate the actual ISO by about 25%; i.e., rated = 400, actual = 300. Is this cheating?

According to the measurements and the explanation offered by DXOMark, the EOS R3 can crank up the ISO higher than the Z9 before noise becomes a factor, their so called "Sports" measurement.
