I actually saw a pair on the ground (behind the wire) but they were in tall grass. It was difficult to see them let alone getting them in focus!

Thanks Curmudgeon! I have found that they like to stay away from people and pickups which means that they don't like wire fences near dirt roads. They fly away quickly upon being spotted! When I am walking in a remote area they pretty well ignore me if I keep my distance - they likely think I am no more dangerous than cattle walking around.
