It appears to be a type of sawfly, especially considering the rather longish and stout ovipositor. Definitely not native to North America so I can't be of much help.

H Nickonian 72 Have checked all data i can find and the black and white markings of this baby say it's not the one you suggest so are going to pass it on to the Auckland domain for i.d. thanks for the try. macromad.

hmmm....looks exactly like the one Nikonian72 posted. The markings of the legs, body and antennae are identical.
