I had a good blocker for several years, when the phone rang it answered:"You must enter my Fox Code to proceed"! Most of the "scammers" would hang up but family, etc. waited for 15 seconds and they could answer. Damn thing finally died, wish I could find another one.
All the calls I g labeled SPAM only ring four times.

If I call them, I'll be put on hold. Then I'll be transferred a couple of times. They someone will try to talk me out of dropping the phone. If I finally get the new pricing, maybe it would be lower, but maybe not. I don't want to waste my time on the phone, but I prefer the landline, anyway.

The best, and probably only, blocker is legislation to either ban all robo, spoofed number and spam calls or the phone companies actually stopping the ability to make robo calls and to spoof numbers. However, that I believe will not happen because apparently the companies are paid to allow the robo calls and the spoofing of numbers.
I have often wondered if a large class action lawsuit against phone companies would result in an end to the unwanted calls. To me they are an intrusion into our lives, an interruption of our routine, they add stress and frustration to our minds, the waste our time and in many cases cost many people many large amounts of currency.
