Do you want someone to give you advice on what could be a dangerous personal or property damage situation by using an old explosive-type device? How would someone here know that? Why would you believe them? To me; find out how to properly dispose of this dated stuff.

On the other hand, once he fires it, he'll be an expert on old flare guns.

We were taught that when flares reached their expiration date, to turn them in to the local fire department for disposal.

And that is probably the right answer.

Thanks everyone for the advice

Do the flares have an expiration date printed on them? I would assume that emergency flares are designed to last a while, since (hopefully) emergencies don't happen frequently.

Yes, they do have an expiration date.
I don't remember the number of years though.

Not being a water guy I don’t deal with those things. The road flares I have don’t.

OK, I know this is a bit off the wall, but I’ve noticed we have some pretty serious firearm aficionados on the forum, so I have a question: I have an Olin flare gun and 12 GA flares that date back to when I sold my boat - probably ten years old or a bit older. Do you think they’re safe to shoot? Never going to get another boat and might be fun on the 4th, but not sure about 10+ year old 12 GA rounds in a plastic flare gun. What do you guys think?

My advice is get rid of it and go to a Professionally staged firework show.

Like any gun safety procedures, if you’re not familiar with it, educate yourself or don’t use it.
Flares expire after 42 months and must be replaced to meet the USCG's carriage requirements. Simply throwing expired flares in the trash would be an environmental and health hazard as they contain highly toxic chemicals such as perchlorate.

Not trying to be rude here but...

Why on earth would you go to a photography site to ask questions about flare guns!
Would you go to GunsandAmmo.com to inquire about a camera problem?

In short the answer is NO!

Any subject is allowed within reason in general chit chat where this is posted. As the OP said there is a lot of gun enthusiasts here and they were looking for someone with knowledge of flare guns.

When a question is asked on this site, you get a myriad of answers from the left to the right and some sitting on the fence, basically leaving you with "whom do I trust."
If you asked "is my camera waterproof?" And someone said yes and it wasn't you would be sad that you just dunked $5000.00 in the river. If you asked is this flare gun safe and someone said yes and you just set fire to a $100,000.00 boat, you'll be more than sad.
I'm not trying to take anything away from anybody here, just trying to keep people safe.

Flare guns are for emergency use only, when spotted by the Coastguard or Fire Department it will be all hands on deck to find and save you, at the least embarrassing, at worst fines and perhaps pay for expenses for the false alarm the helicopter, emergency trucks, personal $$$$. If you started a fire you could be liable for the loss of homes and lives and expenses associated with the fire. $$$. I would go to the marina and give it to someone with a boat.

Ask these questions to the nice (?) folks at OLIN. They may know the correct answer

OK guys, I am suitably chastened for even asking the question. In my defense (having sailed for 50+ years), I understand the consequences (and rightly so) of deploying it on navigable waters. I’m a BIG fan of the CG and fire and rescue units, and anyone who summons them in anything but an emergency deserves all the ramification (including costs involved). I’m also very aware of starting fires (the song “Smoke on the Water” comes to mind). My thought was to shoot it over a wide fast moving (non navigable) river on the 4th, and was concerned about the danger to the shooter (me) of firing an old 12 GA not contained in a steel chamber/barrel, but all the concerns expressed and valid, so I will dispose of the flares appropriately. Thanks for the responses.
