You are as wrong as anyone has ever been.
I absolutely believe the man should have as much responsibility as the mother in supporting that child. As far as him being responsible for supporting the mother no, but he should be equally as responsible for paying a baby sitter or day care center as the mother so the mother may be employed. They both made the baby and they both should be equally responsible for that child. Deadbeat dads are a real problem but should not be used as an excuse to abort fetuses.

So you are going to force every man in the country to turn his DNA over to the government.... You have to be a liberal. Yes, the father should share in the responsibilities that accompany being a parent, you do however take things a bit too far. Laws already exist that accomplish this.
I saw a documentary on 60 Minutes, on one of the segments they interviewed three young men, late teens or early twenties where they said they were in a club where the object was to impregnate as many girls as you could. I forget what the others said, but one said four girls. When asked if he was going to support the woman or have anything to do with the child, he laughed and asked, "Why would I want to do that?"

Your are making an ASSumption that persons will agree with you. Not likely—especially here.
All that aside: “It takes two to tango” or produce a child.
The idea of DNA testing and mandating support until majority sounds equable. Maybe even, if there are more than one cases, forced male-sterilization.
I foresee a big problem enforcing this sort of thing for criminals or indigents. What are the options; throw them in jail? At an annual expense of sixty to eighty thousand dollars a year? That does not make fiscal or political sense!
And would your scheme apply to rapists and molesters?
