I would hope there is an elevator in this tower. However looking at the way those two windows are situated, I'm guessing a spiral stair winds it's way up there. Heart attacks here we come.....

Only spiral stairs and I climbed to the top when I was young. A beautiful sight to behold!!! Wish I could do it now!
