I use PSE 9 and would like to make the text appear to float above the pic when I make a meme. Any suggestions?
Nice pic with text superimposed. Generally either political or inspirational or humorous.

Are you asking how to add text to an image in general, or some attribute of the text? The opacity value of a 'normal' layer lets you control how 'solid' the layer sits over what is below, 100% being total coverage. You might also pick how dark / strong the color, such as the various strengths of grey in the color picker.

Try "FastStone" ... open the image in FastStone, move cursor to left margin, and then go to Draw Board. Select the size and color of your text. FastStone is one of the highly rated free apps for Image Viewing and light editing.

I don't know elements, but if it is like PS, you can choose layer styles and add a drop shadow. Choose a large distance to make it appear that the letters are casting a shadow.
