Very nice - #1 is the 1! I played with the pic and managed to lift the foreground - but doing so did not improve the sunset or the feel it gives.
IMHO your SOOC is just as the pic should be.

I vote for #1, and keeping the foreground as a silhouette.

Thank you all for your constructive comments. I have been away for awhile so I could not respond. I am new to photo editing so i will give it a shot and see if i can make some of the recommended improvements.
