I have used 8 GB or 20 GB of Adobe Cloud. I see that I have 340 photos in Lr Classic 'All Synced Photos'. Exploring my Collections, I found only one Collection that had the 'sync' icon to the left of the Collection name.
Am I able to delete the 340 images in 'All Synced Photos' and still maintain those images in my catalog?

Just remove them from the synced collection then delete them from the cloud.

That's really the issue, I have one synced collection with 20 photos and no other collection that is synced. I do not understand why there are 320 additional images in all synced photos unless they were synced outside of collections.
If I remove or delete all synced photos in that folder will they be deleted from my catalog? I guess I could test the action and remove 1-2 from folder and then search for the same image and see if it was removed from the library

Your backed up elseware? eg. external disk? Copy/export the couple of photos to another folder before removing from the collection if they are important.

You set the attributes of the collection in LR classic on your computer to indicate if it should sync to the cloud. Look at Edit / Preferences / Sync Tab for your overall syncing configuration settings. For collections, there's a generic "All synced photographs". So, you definitely want to remove images from this collection, if applicable. You also want to view your list of collections and find those defined for sync, and remove images from those collections too, if applicable.
Collections are a virtual organization. You can only add and remove images from collections. You cannot "delete" images from a collection, where "delete" is either removing from the LR catalog or removing from the LRCAT and deleting from disk.
So, if you go into the collection and select one (or many) images and press your backspace key, the image is simply removed from the collection. You can even 'undo' if you picked the wrong image. I'd remove the images from all possible syncing collections and then manually delete the image from the cloud storage folder, only.
If you sync from LRc then they are only smart previews and don't count towards your space allotment.
Have you taken any with LR mobile? Have you let LR mobile sync with your mobile device photos? These both can take space in the Adobe cloud.
Thank you folks: tested All Synced Photos by removing 3 images. After removal, searched within the Library for removed photos. All 3 synced photos no longer in All Synced Photos and remained in catalog.
